Can you get custody of a child thats not biologically yours?

What are my chances of winning? Would it help that my step-daughter's mother (biological) has been through court-ordered rehab before? I feel that she is a bad influence and danger to the child.

Where is your husband, the child's father, in this scenario. He stands a good chance of obtaining custody if he is able to provide evidence of the mother's drug use and how such dependency has harmed or could harm the child. A third party has a much higher burden of proof than an actual parent in custody cases.
